Purely speculative of course, but the view looks very similar to the one
observed from the Hay Green Business Park, which incidentally also
houses The Ark nursery.. (Opposite the caravan site) There are a number
of businesses there, anyone of which may have the capacity to host the
web cam.

You're sharp eyed. Apparantly appeared on Saturday and unconnected to
gvcc who appreciate the tip off if you haven't heard from any of them
(I say them but it includes me now, since I made a fuss, they invited
me on to the steering group and I accepted to find out what is going
on.)

I would guess the web cam is in cragg vale where they are based - in
the middle of a field:
