At the moment the idea is for a free LAN throughout the town and area.
Over this, internet access could be provided but it is not our main
agenda. In all likelyhood a different group, calder connect
cooperative, who currently are organising to provide an adsl isp
service, will provide an isp service over the wireless network.

I would guess the technology is the same 802.11b that you use at work.
The extra twist is the 'lilyhopping' idea to increase the range
covered. This is an alternative to having a central access point
serving clients.
